The German government hosted the Invest in Germany Summit in Berlin this week, to win money from companies. Amazon’s chief legal officer, David Zapolsky, announced the company’s plan there on Tuesday, October 20.

What Amazon plans

Amazon says it plans to invest more than €16 billion, or about $18 billion, in Germany in 2027. Of that, €4.8 billion is to expand AWS’s cloud region around Frankfurt, where Amazon has run data centres since 2014.

The rest goes to warehouses and logistics, the Amazon Leo satellite internet service and more than 15 German Prime Video productions by the end of 2027. Amazon also says it is opening a second robotics and AI research lab in Berlin.

Amazon gave no amount for the Leo service, the shows or the lab, heise reports. These figures are plans, not money already spent.

A bigger budget, not a new one.

Amazon’s own figures for its spending in Germany. 2027 is a plan.

Less new than it looks

The €16 billion is a budget for one year. Amazon itself says it spent about €14 billion in Germany in 2024 and about €15 billion in 2025, so the plan is a step up, not a jump.

The more than 3,000 new jobs that Amazon mentions come from warehouse projects it had already announced on October 15. It did not say whether the total includes its older plan for a “sovereign” cloud in Brandenburg.

Germany’s week of pledges

The summit started on Monday with a declaration between the government and Nvidia on AI for industry. Chancellor Friedrich Merz spoke of €800 billion in pledges by 2028, Tagesschau reports. Economy Minister Katherina Reiche gave a much smaller total of €228 billion, counting only large projects.

Hesse’s state premier, Boris Rhein, welcomed the €4.8 billion for the Frankfurt area as a sign of trust in the region, Hessenschau reports.
