Chancellor Friedrich Merz opened a two-day summit in Berlin on Monday to win investors for Germany. About 200 business leaders were expected, among them Nvidia’s chief executive, Jensen Huang. The Nvidia deal was signed there.
What was signed
The economy ministry and the research ministry signed a joint declaration of intent with Nvidia, the government says. A declaration of intent states shared goals, but it does not bind either side.
The goal is an initiative to develop advanced AI models for “physical AI”, meaning AI that runs in robots and machines. The government says the models will build on Nvidia’s open models Nemotron and Cosmos.
Nvidia will make its AI models available to smaller firms and research groups, not only to big industry, Tagesschau reports. Germany wants to build “a state-of-the-art AI ecosystem in Europe”, the government wrote.

What it does not say
The declaration names no amount of money, no number of chips and no timeline. The government gave no figures for investment, Reuters and Tagesschau report.
Tagesschau cites a media report that the government will support the project with a sum in the hundreds of millions of euros. Part of it would rent computing power in Deutsche Telekom’s AI cloud. The government has not confirmed this.
What Merz and Huang said
Merz called on companies to open their industrial data to AI, to keep German manufacturing, machine building and car making competitive, Tagesschau reports.
Nvidia announced planned investments in four German startups: Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace. It gave no amounts. Nvidia says they are part of its commitment of nearly $10 billion to Europe’s technology sector.
Huang said Nvidia had invested almost $1 billion in Germany last year, by its own figures. He told the audience that AI should add to the skills of German engineers rather than replace them.
