Who is expected to speak

The meeting is scheduled for 15:00 New York time, which is 21:00 in Central Europe, according to the UN’s daily journal. France holds the Council presidency this month, and Foreign Minister Jean-Noël Barrot is due to chair.

Four briefers are expected. Yoshua Bengio co-chairs the UN’s scientific panel on AI. The others are Sam Altman of OpenAI, Dario Amodei of Anthropic, and Clément Delangue of Hugging Face. Altman plans to attend in person, and Amodei will join by video link.

Reuters reports, citing unnamed sources, that Chinese companies including DeepSeek and Moonshot AI were invited to make statements. DeepSeek’s founder, Liang Wenfeng, is not expected to attend. Neither company has commented, and the plans could change.

What the Council will discuss

France’s concept note for the meeting has not been published. According to Security Council Report, an independent group that follows the Council, it focuses on the malicious use of AI and on losing control over the most advanced models.

Security Council Report says members may discuss the risks to peace and security, how countries can respond, diplomatic tools that build trust, and how AI testing can keep up with the technology.

The UN’s Independent International Scientific Panel on AI published its first brief on September 21. It looked at AI agents, misalignment, and the loss of human control, using this summer’s OpenAI and Hugging Face incident as its case.

Talks, not rules

No resolution or presidential statement is planned. The Council has never adopted a decision or statement specifically about AI.

It first discussed AI in July 2023, under the United Kingdom, when Anthropic co-founder Jack Clark briefed the members. Other meetings, some of them informal, followed in 2023, 2024, 2025, and early September 2026.

Members disagree. Security Council Report expects China to support a central role for the UN. It expects the United States to reject global AI governance, and Russia to question whether AI belongs in the Council at all.

On September 22, President Trump told the General Assembly that the US rejects any global scheme to control AI. The Council meeting comes one day before Chinese President Xi Jinping visits the White House.
